Amendment in Transit Trade Rules

NOTIFICATION
(CUSTOMS)

S.R.O. 1303(I)/2020.- In exercise of the powers conferred by section 219 of the Customs Act, 1969 (IV of 1969), section 50 of the Sales Tax Act, 1990, section 40 of the Federal Excise Act, 2005 and section 237 of the Income Tax Ordinance, 2001 (XLIX of 2001), the Federal Board of Revenue is pleased to direct that the following further amendments shall be made in the Customs Rules, 2001, which, as required under sub-section (3A) of the said section 219, have been previously published vide Notification No.S.R.O 1177(I)/2020, dated the 4th November, 2020, namely:-

In the aforesaid Rules,-

(1) in rule 475, sub-rule (5) shall be omitted;

(2) in rule 484-E,-

(a) in sub-rule (1), for the expression "100% weighment and scanning subject to the availability of requisite infrastructure", the expression "the scanning at the office en-route shall be done on the basis of risk management" shall be substituted;

(b) in sub-rule (5),-

(i) in clause (c), the word "and" at the end, shall be omitted;

(ii) in clause (d), for the full stop at the end, the expression "; and" shall be substituted and thereafter the following new clause shall be added, namely:-

"(e) on arrival of AT cargo at Azakhel/Chaman railway stations regarding forward transit containers, the railway staff (Terminal Operator) shall gate in the WeBOC system via their user ID allotted to them for this purpose. After gate in by the railway staff, the customs staff shall conduct seals verification within

the system through their user ID. Upon completion of the foregoing steps, the railway staff shall perform the role of handing and taking over the container to second Bonded Carrier for safe transportation to the exit station for cross border by the concerned customs staff."; and

(3) in rule 484-G, in clause (b), for the full stop at the end, the expression "; and" shall be substituted and thereafter the following new clause shall be added, namely:-

"(c) Route (Transit via Ghulam Khan)"
Bannu Customs Check Post.";

(4) in rule 603, in sub-rule (3), for the word "All", the words "twenty percent" shall be substituted; and

(5) in rule 604, sub-rule (3) shall be omitted.
