NOTIFICATION
(CUSTOMS)

S.R.O. 582(I)/2017.- In exercise of the powers conferred by section 219 of the Customs Act, 1969 (IV of 1969), the Federal Board of Revenue is pleased to make the following further amendments in its Notification No. S.R.O 413(I)/2012, dated the 25th April, 2012, namely:-

In the aforesaid Notification,-

(a) In rule 2,-

(i) in clause (a), after the word "2001", the comma and words "or any other cargo entered for transit across the territory of Pakistan" shall be inserted;

(ii) in clause (c), the word "and" shall be omitted; and

(iii) in clause (d), for the colon a semi - colon shall be substituted and thereafter the following clauses shall be inserted, namely:-

"(e) cargo imported into or exported from Export Processing Zones/Special Economic Zones/Free Zones;

(f) exports from units availing benefit of sub-chapter 7 of Chapter XII and from Manufacturing Bonds licensed under Chapter XV of Customs Rules, 2001; and

(g) exports from units operating under the Export Oriented Units and Small and Medium Enterprises Rules, 2008:"; and

(b) for the existing rule 15, the following shall be substituted , namely:-

"15. Establishment of Mobile Enforcement Units.- The licensee shall provide the necessary infrastructure for establishing Mobile Enforcement Units (MEUs) including vehicles (4 X 4), adequate means of communications (with the CCR and RCR) and routine maintenance activity (POL, repairs etc.). The Project Director shall convey to the licensee, the requirements of the Collectorates, in which the MEUs will

be located on shift rotation basis (twenty four hours and seven days a week), besides determining the total infrastructure required in terms of vehicles, and related resources. The MEUs will be manned with adequate customs staff and in such manner as may be decided by the concerned Collector of Customs in consultation with the Project Director. The licensee shall ensure availability of the vehicles on 24 x 7 basis as well as any supporting human resource. The MEUs shall be responsible for reacting in case any alert is communicated to them by CCR or RCR and shall co-ordinate with enforcement units of the licensee.".
