Creation of new Customs Collectorates

NOTIFICATION

Islamabad the 10th August, 2023.

S.R.O. 1066(I)/2023.-In exercise of the powers conferred by section 3 of the Customs Act, 1969 (IV of 1969), and sections 30 and 31 of the Sales Tax Act, 1990, the Federal Board of Revenue is pleased to direct that the following amendments shall be made in its Notification No. S.R.O. 2301(I)/2022, dated the 22nd day of December, 2022, namely: -

In the aforesaid Notification, in the Schedule, in column (1), -

(a) For serial No 2 and corresponding entries thereof, in columns No. (2) and (3), the following shall be substituted, namely: -

"2. Chief Collector of Customs Enforcement (South), Custom House, Karachi.

i. Collectorate of Customs Enforcement Custom House, Karachi;
ii. Collectorate of Customs Enforcement (Ports) Custom House, Karachi;
iii. Collectorate of Customs Enforcement, Khuzdar; and
iv. Collectorate of Customs, Hyderabad

2A Chief Collector of Customs Exports, Custom House, Karachi.

i. Collectorate of Customs (Exports), Custom House, Karachi;
ii. Collectorate of Customs (Exports), Port Muhammad Bin Qasim, Karachi; and
iii. Collectorate of Customs, Jinnah International Airport (JIAP), Karachi.";

(b) For serial No 3 and corresponding entries thereof, in columns No. (2) and (3), the following shall be substituted, namely: -

"3. Chief Collector of Customs Balochistan, Custom House, Quetta.

i. Collectorate of Customs Appraisement Quetta;
ii. Collectorate of Customs Enforcement Quetta;
iii. Collectorate of Customs Appraisement Taftan; and
iv. Collectorate of Customs Gwadar.";

(c) For serial No 7 and corresponding entries thereof in columns No. (2) and (3), the following shall be substituted, namely: -

"7. Chief Collector of Customs Khyber Pakhtunkhwa, Custom House, Peshawar

i. Collectorate of Customs Appraisement Peshawar;
ii. Collectorate of Customs Appraisement Kohat;
iii. Collectorate of Customs Enforcement, Peshawar;
iv. Collectorate of Customs Enforcement, D.I.Khan; and

v. Customs Enforcement School (CES), Peshawar.";

(d) For serial No 15 and corresponding entries thereof, in columns No. (2) and (3), the following shall be substituted, namely: -

"15. Collector, Collectorate of Customs Enforcement Custom House, Karachi.

The following matters of customs relating to the Civil Districts of Karachi Division (excluding JIAP, Faisal Airbase, Masroor Airbase, Karachi Port, Port Muhammad Bin Qasim and SAPT), including Fish harbor, Karachi, Ibrahim Hyderi, Baghan, Jaati and Pakistan Customs - Waters;

i. Anti-smuggling and all preventive functions in the above-mentioned areas including Thatta and Sajawal districts;
ii. Drug enforcement functions for whole civil division of Karachi (excluding Karachi Port, Port Muhammad Bin Qasim, SAPT and all off-dock terminals) and districts of Thatta and Sajawal and Pakistan Customs-Waters;
iii. concurrent jurisdiction for anti-smuggling and drug enforcement functions from Jiwani to Sir Creek;
iv. all matters related to diplomatic bonded warehouses, duty free shops and state warehouses in the Civil Division of Karachi and districts Thatta and Sajawal;
v. central repository of all service related record and allied matters of Preventive staff;
vi. Matters related to Custom House Karachi; and
vii. All matter relating to the auction and disposal of goods

15A Collector, Collectorate of Customs Enforcement (Ports) Custom House, Karachi.

The following matters of customs relating to the Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock terminals thereto;

(i) Ships boarding, rummaging and port clearance including these functions at Port Muhammad Bin Qasim;
(ii) Drug enforcement functions at Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock terminals
(iii) Unaccompanied passenger or personal baggage arriving at Karachi Port, SAPT, Port Muhammad Bin Qasim and all off-dock terminals;
(iv) licensing and regulation of shipping agents, ship chandeliers, stevedores;
(v) liquid bulk imports at Karachi port;

(vi) Port Control Unit at Karachi port, SAPT and PMBQ;
(vii) Monitoring of Gates of ports and off dock terminals located within the Collectorate's territorial jurisdiction; and
(viii) All matters relating to the auction and disposal of goods.";

(e) For serial No 24 and corresponding entries thereof in columns No. (2) and (3); the following shall be substituted, namely: -

"24. Collector, Collectorate of Customs Appraisement, Quetta

i. All matters of Customs including export, imports, temporary imports of all sorts (excluding anti-smuggling operations and transit trade) in the province of Balochistan (excluding Civil Divisions of Makran, Rakhshan and Civil Districts of Lasbella and Awaran) and including the following, namely:
(a) custom station Shaighalu;
(b) custom station Gulistan;
(c) custom station Chaman;
(d) custom station Badini/Nasai;
(e) custom station Zhob;
(f) custom station Anam Bostan;
(g) custom station Qamardin Karez;
(h) NLC Dry-port Quetta;
(i) Railway Dry-port, Quetta;
ii. Licensing of all type of Customs Clearing Agents/ Bonded Warehouse i.e. Private/ Manufacturing/ Public/Duty Free Shops /Diplomatic bonded warehouses;
iii. Duty Tax Remission for Export (DTRE);
iv. Export Processing Zone/Export Oriented Units;
v. Issuance of user ID to all users of WeBOC excluding government agencies;
vi. Auction/Destruction of goods relating to the above stations; and
vii. Legacy issues of erstwhile MCC Quetta and Collectorate of Customs (Appraisement) Quetta, including financial securities, arrears or recovery and litigation.

24A Collector, Collectorate of Customs Appraisement, Taftan

(i) All matters of Customs including export, imports, temporary imports of all sorts (excluding anti-smuggling operations and transit trade) in the Civil Division of Rakhshan of the Balochistan Province and including the following, namely:
(a) custom station Taftan;
(b) custom station Kachao;
(c) custom station Nokhundi;
(d) custom station Gaznali;
(e) custom station Dalbandin;

(f) custom station Katagar (Mashkhel);
(ii) Licensing of Bonded Warehouse i.e. Private/ Manufacturing/ Public/Duty Free Shops / Diplomatic bonded warehouses;
(iii) Duty Tax Remission for Export (DTRE);
(iv) Export Processing Zone/Export Oriented Units;
(v) Issuance of user ID to all users of WeBOC excluding government agencies; and
(vi) Auction/Destruction of goods relating to the above stations."; and

(f) For serial No 28 and corresponding entries thereof, in columns No. 2 and 3; the following shall be substituted, namely: -

"28. Collector, Collectorate of Customs Appraisement, Peshawar

i. All matters of Customs including export, imports, temporary imports of all sorts (excluding anti-smuggling operations and transit trade) in the North KPK Province (including Civil Divisions of Hazara, Malakand, Mardan & Peshawar), including the following customs stations;
(a) customs Dryport at Peshawar;
(b) Shabqadar customs station;
(c) Bakka Khel customs station;
(d) Customs Port at Azakhel;
(e) Container Freight Station Amangarh;
(f) Shahi (Upper Dir) custom station;
(g) Nawa Pass customs station;
(h) customs station NLC Terminal Jamrud;
(i) customs station Terimengal;
(j) customs station Shergarh;
(k) customs station Khapakh;
(l) customs station Arandu;
(m) customs station Shah Saleem;
(n) container Freight Station (NLC) Amangarh;
(o) customs station Torkham;
ii. Licensing of all type of Customs Clearing Agents/ Bonded Warehouse i.e. Private/Manufacturing/Public /duty Free Shops /Diplomatic bonded warehouses;
iii. Duty Tax Remission for Export (DTRE);
iv. Export Processing zone/Export Oriented Units;
v. Issuance of user ID to users of WeBOC excluding government agencies;
vi. Auction and Destruction of goods relating to the above stations; and
vii. Legacy issues of erstwhile MCC Peshawar and Collectorate of Customs (Appraisement) Peshawar including financial securities, arrears or recovery and litigation.

28A Collector,

i. All matters of Customs including export,

Collectorate of Customs Appraisement, Kohat

imports, temporary imports of all sorts (excluding anti-smuggling operations and transit trade) in the South KPK Province (including Civil Divisions of Kohat, Bannu & D.I.Khan), including the following customs stations;
a. customs station Tank;
b. customs station Thall;
c. customs station Kharlachi;
d. customs station Shaheedano Dand;
e. customs station Burki;
f. customs station Lawara Boya Datta Khel;
g. customs Angoor Adda;
h. customs station Khand Narai;
i. customs station Ghulam Khan;
Licensing of Bonded Warehouse i.e. Private/Manufacturing Public /duty Free Shops /Diplomatic bonded warehouses;
ii. Duty Tax Remission for Export (DTRE);
iii. Export Processing zone/Export Oriented Units;
iv. Issuance of user ID to users of WeBOC excluding government agencies; and
v. Auction and Destruction of goods relating to the above stations".

2. This notification shall take effect from 15.09.2023.
